Ive isolated the problem with my rough idle. For reference, you can see the previous info I posted here:

I ordered a new EGR Solenoid just as a cover my bases thing since I had eliminated blockages in the vacuum lines and the EGR valve itself as the issue. So I went out and pulled the egr Solenoid off and hooked up 12v to it. I could hear it click so I thought maybe under load or something like that, it was failing. I got the new EGR Solenoid in and installed it but still had the same issue. So I proceeded to dig further.
I checked for 12v at the connector and it was there, when I started the engine, it would go up to 14v which was expected with the charging circuit running. So I turned the engine back off but left the key in the run position so I would have the 12v at the connector. I connect the connector to the solenoid, no click. Nothing indicating it was engaging. So I used some hook up wire to run from the connector to the solenoid in a such a way that I could measure the voltage with my multimeter. When you hook up the connector, via the set up I used, to the solenoid, the 12v power at the connector drops to nothing. Its like there is a short in the circuit, and it would lead you to believe the solenoid is the issue, but this happens on both the old and brand new solenoid I have. If it were truly a short (short to ground) I would expect it to blow a fuse, but none are. If it were a high resistance short, that may be a little harder to find.
The electrical schematic I have says the EGR Solenoid gets its power or ground from the ECU, I cant really tell which
So my question now is which is it? Is the solenoid getting power from the ECU or does the ECU just provide the low ground signal? Or does all this mean I have a bad ECU and it will have to be replaced?
Im in kinda hurry to get this fixed if possible. Im going on vacation at the first of the week and if its the ECU thats bad then I'll just wait until I get back to replace it as the vehicle runs fine as it is I just have a check engine light for low EGR flow, but I got the idle smoothed out playing around with the vacuum lines.
At any rate, hope someone has some input. I'll be checking back in from time to time but I got to get some other maintenance stuff taken care of. Thanks in advance for the help.
Oh, if there are any schematics that are more detailed than the one I posted, please provide them if you can so I can trace out the wiring and make sure there isnt anything else that could be causing this, or if there are any ways I can test to isolate whether its the ECU or a ground or something like that, I would appreciate that info as well.
